Certificate attestation from HRD and MEA attestation. The Kuwait Government needs all personal or educational certificates, academic or professional, issued from India to be attested by the Indian Consulate or Embassy located in Kuwait for further attestation process by the Ministry of Foreign Affairs of Kuwait Government prior granting Visa for Kuwait.
You have to get certificates attested for Kuwait to complete formalities. Certificate attestation starts with Notary. Once attestation from Notary is done, you are required to submit documents for home department attestation. Home department states the authenticity of certificates that is whether or not they are true
Once certificates are attested by Home Department, you have to submit them to the Ministry of External Affairs, MEA. Home Departments authenticates a certificate after verifying its content. Authentication of the certificate is the actual representation of the legitimacy of that particular certificate, all formalities stands similar for Kuwait certificate or document attestation.
The State Human Resource Department (HRD ministry of State) attests all certificates issued by Govt. Technical Board, Paramedical and Medical Institution, university and Government technical board and others. As soon as the process of attestation is completed, certificates are then preceded to the Ministry of External Affairs and Embassy Attestation. Mantralya attestation can also be considered
MEA attestation is done under the ministry of external affairs of Government of India. Ministry of External Affairs is required to attest all certificates and documents issued in any Indian state before submitting them to Kuwait Embassy. Home department attestation or education department attestation should be done for MEA attestation. Ministry of External Affairs attests all non-educational as well as educational certificates and commercial certificates.
Once you have got all your certificates and documents attested from MEA, you are required to submit them to Kuwait Embassy for attestation. The Kuwait Embassy will attest all non-educational and educational and commercial documents if documents and certificates are already attested by MEA.
Next you have to get your certificates and documents attested from SDM. The office of Sub Divisional Magistrate is located in Delhi. Once documents are attested by SDM, you can submit documents and certificates for MEA attestation after that Embassy attestation.
